Please remember that eBay is an online trading platform, where sellers from around the world list their items for sale.
This means that both shipping costs and the conditions of each item will be specified by the seller in each listing.
So make sure to review each listing carefully, and keep in mind that you can contact the seller using the 'Contact seller' option available in each listing.
From what you’ve said, it’s possible that the seller you’re referring to only offers free shipping to some locations.
