I JUST CREATED A NEW EBAY ACCOUNT THE NEXT DAY IT BLOCKED MY ACCOUNT OUT OF NOWHERE HOW UNFAIR, AND IT TELLS ME IT'S PERMANENT. CAN ANYONE KNOW HOW I CAN RECOVER IT

To be able to regain access to it, you would need to contact the security team directly so they can verify that they are speaking with the account holder, and in this way be able to give you access again.
