The seller hasn't sent me the item and they haven't refunded my money. I filled out the form asking for a refund of my 60 euros on the eBay page and now they say the case is closed but I haven't closed it. What can I do.

If a buyer does not receive an order, the correct procedure to receive protection under our Customer Guarantee Program would be to open an item not received claim, and not a return request
Based on what you mention, it is possible that you opened an item not received claim, and that claim may already have been closed, but if you have already received the item, or if you have already opened a return request, you can contact the seller through it, and select the option 'Ask eBay to step in' once 3 business days have passed if the seller does not provide you with a solution.
