eBay has turned into trash

Well, basically… I think eBay has turned into trash… yesterday I won an auction and the seller writes to me saying that he didn’t get the value he thought he would in the auction and that he won’t send me the item) that he’ll sell it again …and then, just 10 minutes later, another seller cancels an auction with my winning bid at that moment, with 20 seconds to go, because he says it’s not worth it for him… I speak with eBay and they say that behavior does not violate their policy rules…. is this legal? the won bid has already been paid
