eBay refuses to provide me with a bank account number in Luxembourg to pay them
Hello.
In July I sold a camera for 838 euros including shipping, which cost 43 euros. The buyer did not agree with the condition of the camera and I agreed to give him a partial refund of 100 euros. So the net amount I received was 589.60 euros after deducting shipping costs.
After a few days the buyer started a return process that I appealed. I opened a dispute. eBay ruled in favor of the seller and they refunded the full amount he paid. The seller could not return the camera because he had already sold it. Now eBay is claiming 738 euros from me since I removed my payment methods after getting paid. I have offered to pay them the net 589.60 euros and have spent two months arguing with them, and they are threatening to sell my debt to a Spanish collections company. I repeat, I have not recovered the camera. I think a judge would rule in my favor on the amount.
I have asked them for eBay Luxembourg's account number and they refuse to provide it. Is this legal under European law? That a company refuses to give you its account number so that you can pay them? Thanks.

Thank you for your message. Here there are several points and depending on how the whole transaction was handled, those will be the options available to you. I understand that you refunded the buyer €100 euros, did you refund them using eBay directly or did you refund them outside of eBay?, when the buyer opened the dispute, was it with eBay or with the payment provider?, when the buyer opened the return, did you send them the shipping label so they could return the camera?
We cannot provide an account, as there is none. All payments of fees or refunds are made using the payment method you authorized when you created your seller account, so you will need to add your account and pay from your eBay account. The only option if you do not want to add a payment method to your account is to pay the balance via a collections agency, which is why we have given you that option.

These are the clarifications to your questions.

A: I refunded it via eBay, paying with my credit card.
When the buyer opened the dispute, was it with eBay or with the payment provider?
A: It was with eBay.
When the buyer opened the return, did you send them the shipping label so they could return the camera?
A: I was the one who opened the dispute with the buyer, as the seller. From that moment on, the option to buy the shipping label through eBay was disabled. When eBay ruled the dispute in the buyer's favor, I still could not buy the return label through eBay. When I contacted the buyer to buy the label on my own, they admitted that they had already sold the camera. This indicates that it was working properly, dismantling their return argument.
I find it unbelievable that eBay does not have a bank account in Luxembourg. Please, do not insult users' intelligence. They have also not given me the option to pay through a collections agency.
It is well known that eBay sells debts to a Spanish law firm, which then contact you to collect payment. If you do not, you end up in court, and the judge decides.
My position with eBay is that, because of their awful seller protection policy, I have suffered a considerable loss and I am not willing to pay, in addition to the money I received and having lost the camera, more than 220 euros in fees to eBay. I do want to pay the €589.60 that I received, but it seems eBay is not interested in letting me pay them.
I think a judge will rule in my favor, so I am willing to take this to court. And be careful about providing customer data to third parties without their consent. You may be violating the European Data Protection Law, with the substantial penalties that entails.
