I’m writing from Mexico. I want to make a purchase, ebay says I can pay with a card, but the seller says they only accept paypal .... will it be safe to make the purchase with a card ???

Sellers are the ones who select the accepted payment methods, and this will be specified in each listing. Most sellers accept card payments, and you can see this in the 'Shipping and payments' section
