HI, I'M TRYING TO ADD A RELOADABLE VISA CARD AND IT WON'T ACCEPT THE PAYMENTS. IT ALSO WON'T LET ME ADD IT FOR PAYPAL. I MEAN, IT LETS ME ADD IT BUT IMMEDIATELY CHARGES THE PAYMENT AND REJECTS IT RIGHT AWAY...

We would recommend completing the payment for that purchase using a different payment method.
From what you mention, we also suggest that you try contacting your bank to find out whether they are having any kind of problems authorizing the payment with the payment method you mentioned,
