I've made several purchases and I haven't received the shipment

Hi, I have made several purchases on eBay and I have had several problems that I’m not quite sure how to deal with; 3 of the orders, I’m not getting any response from the seller, one was local pickup and the other two were being shipped to me. Some time has passed and now it won’t let me request an order cancellation or a refund, and I can’t even talk to the sellers or anyone who can help me.
Then I have another order that came from Canada that has already arrived in Coslada, supposedly they tried to deliver it to me, but no one called me, I wasn’t notified that anyone was coming, and now it says that the order is going back to the seller. I don’t know how I can communicate with the delivery company or something like that, or with someone who handles these issues in eBay’s department who can help me.
