To report unauthorized use of your account and be able to recover access to it, you would need to contact the security team directly so they can verify that they are communicating with the account holder, and in this way be able to give you access again. To do so, you will need to contact them through this page, and when it asks you to sign in, select 'I'm new to eBay or need help signing in', and in this way you will be able to contact the Security team. Before doing so, make sure to change the password for your email address.
