Spain VAT for Spain on a second-hand product
I bought a second-hand shipment from Barcelona and what a surprise when eBay charges me VAT because even though the shipment is listed as located in Barcelona as the shipping location, the seller is registered as a private seller from Chile and in the invoice as from Germany and has an open account on eBay Spain. Also, the product is second-hand, not new, and on the invoice it states Spain as the shipping location?????????????????? WITH THIS INVOICE CAN'T I CLAIM FROM eBay THE REFUND OF THE VAT BECAUSE THEY ONLY REFUND IT WHEN YOU PAY IT TWICE AND THAT IS NOT THE CASE..................

Thank you for your message. Any possible import charges are the responsibility of each buyer, and we would not have direct control over them, as they may vary depending on each country’s Customs office.
What we suggest for the future as a buyer, if you are interested in an item shipped from the United Kingdom, is that you carefully read this guide where you will find useful information about international purchases. For example, keep in mind that if you make purchases from sellers in the United Kingdom or the United States, and the seller ships through the global shipping program, you will see all possible import charges listed in the listing.
Likewise, we would recommend that you do not refuse such payment, as that could mean that if you later open a claim we will not be able to help you, since in cases where a buyer refuses payment at customs, we would not be able to hold the seller responsible, nor help you with a refund if the package is not delivered to the buyer for that reason. Also remember that if it is duplicate VAT, you can provide the receipt on this page
