Isn't the seller required to send tracking information?

An English seller tells me that it isn't mandatory for him to send me the tracking number, that it would have cost me about 10 euros more. Is that so? Does this rule exist? Thanks

Below, I’ll show you how to open the request yourself so you can start the process to ask for a refund and back up our guarantee, if you’re still within these 30 days. You can open the case here, this will alert the seller so they can start the refund process and the communication between the seller and you.

It’s rare for sellers to ignore your help request, but if you don’t get a response after a few days, you can request eBay’s help if you go into the case from your account and click the "Ask eBay for help" option.
