My order didn’t arrive, I open a dispute and finally eBay closes the case for inactivity | Help Among Users

Good morning, I placed an order, and when I saw that it hadn’t arrived in 2 months I opened a dispute so it would get to me, because I was really interested in having that item. Today I get a message saying that due to inactivity in the dispute the case is being closed, the only thing the seller did was enter the tracking number and logically as of today it still hasn’t been delivered, I don’t know how to proceed, because by closing the case they no longer let me open another dispute, I would appreciate it if someone could guide me through this process, thanks
