Product sold retained in customs

Good morning, the product was sent on January 14, 2026 from Correos España by registered mail to India and has still not arrived. Clicking on the Correos tracking code says "customs receipt", I think that means it is being held by Indian Customs.
The buyer has written to me because the delivery period has passed. My question is how this gets sorted out, does he have to call Customs?, I read that if there are tariffs the recipient has to pay them, is that correct?.
