Seller scammed me
He sold me a fake cell phone, when I looked into it later the seller sells from China, I contacted him to get a refund and he refused, he offered me a partial refund which was very little but in the middle of our conversations he told me to accept it that he would then open another partial refund for me that was more appropriate and since then he hasn’t contacted me. I’m desperate, I bought that phone with a loan

unfortunately you’ve run into a dishonest seller, you shouldn’t have accepted the partial refund because now you’re at their mercy and the most likely thing is that they won’t reply to you anymore and you can’t make another claim either.
They took advantage of your lack of knowledge, leave feedback to inform the community and on eBay, as far as I know from the platform, you can’t do anything else.
