I've run out of the item and money

On July 26 I bought a book on eBay from an American seller and it was sent through e-commerce, that thing eBay has. As of today I have received nothing, the latest information I have is that they returned it to eBay's logistics center. The book is in limbo, the seller has washed his hands of it, and eBay after two appeals has washed its hands of it too. I don't know how to request a refund in PayPal, I have neither the book nor the money. eBay claims that it was delivered to me, but that is not the case, and they brazenly tell me that I have the physical book in my possession when that is not true
how can they send me the book or, alternatively, help me so that eBay refunds me the full amount of the item since I do not have it, nobody helps me and they do not give me a coherent solution. The seller should have gone to his post office branch himself to send it and not delegate to eBay, where it seems there are problems with package shipments, delays or losses. After opening two disputes on eBay they have closed them on me claiming that I am a liar and that I have the book, the book is in their warehouse. The shipment was sent by DHL and it is from e-commerce and they are *** they said that I was not at home for the delivery, that is a lie, they did not leave me any notice or any email, my address is correct. If I manage to solve this, I am never going to buy on this platform again.
