I can't create a new sale because there's a problem with the shipping part, it says none are valid | Submission

I can’t create listings because every time I press the blue button 'list with displayed rates' it tells me that there is something wrong with the 'shipping' and the shipping or shipments where it says ‘Select a shipping service’ gets deleted. I have been changing the 'seller policy' for shipping, which I think sets the default value (‘default setting’ in English) for new and existing listings, and I must have done something wrong. I’m showing you screenshots of my 'create listings screen' with errors (I’ve tried several different options for example Correos: Paq Standard (You Pay, The Buyer pays 15,40 etc, home shipping only, local pickup only, and nothing works and I always get a shipping error and can’t create new listings because of that. I’m also giving you photos of the errors on the page to create listings and also the details of my ‘seller policy’ (Fixed:ES_CorreosPaw72 19,30 EUR2 labor 4cead8a5ab53000) - which is ‘Updated correctly’ and nothing changes even if I delete it. Another weird thing is that if I go to ‘Shipping preferences’ for ‘Use shipping rate table’ I only see ‘National 0’ E international 1’, I think this refers to a table for a buyer from Croatia who wanted only me to sell to him and remove other shipping rates to other countries. Photos included. Please help, it’s a broken new eBay account and I want to sell, I’m thinking of removing my payment methods and bank account to receive payment for sales and deleting my eBay account and starting over if that’s possible.
