Seller not responding - seems like a scammer

After receiving a message from the seller trying to get me to pay again outside of eBay and refusing, he has not replied to me again, but he marked the order as shipped to prevent me from being able to request the order cancellation, I have asked him for the tracking number and he still has not responded, everything points to this being a scam and that that item will never arrive, but the latest date is far too broad and they have already charged €260.60 to my account...
I request a solution.
