I’m reaching out because I’m experiencing a major issue with a recent international purchase via eBay’s Global Shipping Program (GSP) to Spain.
I bought the following item:
Authentic TIMEX X Peanuts Snoopy Easy Rider Marlin Automatic Watch – TW2V63100
Order Number: 24-13277-30098
The package is currently held by Spanish Customs in Madrid, and I’ve received an official customs requirement. To proceed with the clearance, I must submit a signed declaration from the exporter stating that, after due diligence, the item does not contain iron, steel, or diamonds of Russian origin, in accordance with EU regulations. This is related to certificate code Y872 in the DUA customs form.
The original seller told me that all international shipments are handled directly by eBay and that I should contact eBay support. However, I haven’t received a clear response so far.
What I need:
I urgently need help from eBay staff, community members or anyone who has experienced the same situation. Specifically:
Who exactly is the “exporter” in the Global Shipping Program
How can I obtain the required non-Russian origin declaration?
Has anyone successfully solved a similar customs issue when importing to Spain?
If I can’t provide this declaration, customs will block the package, and I risk losing the item entirely or incurring penalties.
