What is eBay doing to stop habitual repeat scammers from opening new accounts ?

Concerning items bought by a repeat scammer Esther Odufuwa from Falls Creek USA

 

This scammer has bought the same item from me twice, the first time in August of last year, she opens fresh accounts specifically to buy the items, within days of purchase she files a charge with her bank.

 

With regards the first purchase, UPS stopped the parcel in transit & finally it was returned to me, but I lost around $100 in outgoing & return shipping fees, return customs fees & eBay fees, eBay did nothing whatsoever to help me get my losses back, they washed their hands of covering my losses, even though  eBay would have had her reply to a call when opening the account.

 

What is eBay doing to make sure that this scammer, & others like her,  do not buy on eBay again? After all, eBay have closed the first& second accounts (that I know of), yet she was easily able to open the second, using the same name & address !!!! I can only imagine that this is a regular habit of hers.

 

PayPal would have banned her outright, they would have removed all access for this scammer to use her PayPal account to purchase items, & her name & address details would have been flagged if she tried to open a new PayPal account, but it seems that eBay has no issue whatsoever when these charmers crawl back to eBay to open a new account, & eBay has all their personal details & their bank details on file !

 

I originally lost around $100, eBay did not offer me as much as a red cent to cover my losses, even though she opens fresh accounts to buy from me or probably other sellers, how can this be justified, & then she returns !!!!!!!!!

 

She just filed a fresh charge back with her bank for this second purchase, I was waiting to see what she did, this time I had not shipped so accepted the refund, but we  should not have to put up with this
