Thanks you for your message. To answer your question about dropshipping, this is allowed if you own the items prior to listing or have an agreement with a wholesale supplier to list and sell their items. A user agreement from another retailer or marketplace does not fulfil this requirement.

Sellers are not allowed to list an item if they don't own it first, you cannot list on eBay at a premium and then purchase the item other retailers or marketplaces that ship the item directly to their customers. This creates multiple bad buyer experiences. This policy is contained in the Selling practices policy under the terms and conditions section. 

We would consider this to be like a 3rd party fulfilment centre that you have a contract in place with to fulfil and ship your products. Please be aware that you'd need to list the item with the location of the product at their postal code. You would also be solely responsible for making sure all the products are shipped on time and with tracking and for uploading the tracking onto the eBay system within your handling time.  As long as you know the risks and understand that even though they are shipping the product that you are responsible for anything that is sold through your account, you should be fine.
