Dudas a la hora de abrir un caso

Hola a todos, el problema que tengo es que compré a un vendedor chino un motor para un coche de radio control, a los 4 días me mandó un mensaje diciendome que le habían retenido el paquete en aduanas y que no sabía cuanto tiempo estaría allí, que si quería me devolvía el dinero, a mí eso de aduanas me sonó raro, porque tengo entendido que aduanas se pone en contacto conmigo no con el vendedor, el tema es que me a preguntado varias veces que si quiero que me devuelva el importe, y ya le e dicho en varias ocasiones que me lo devuelva, pero nunca lo hace y encima contesta de pascuas a ramos, por eso creo que nunca a mandado el paquete, porque lo lógico es que aduanas hubiera contactado conmigo y no a sido así, os dejo los mensajes que hemos tenido, a ver que os parece, mas que nada porque no hablo ingles y lo traduzco con un traductor y a veces no se entiende la mitad, a ver si lo entendeis vosotros y me ayudais a decidir, pero yo creo que me está chuleando.

Yo creo que me está chuleando, ¿le abriríais un caso en EBay y Paypal?, es que no lo he hecho nunca y no sé cómo se hace, además me da mal rollo hacerlo, pero es que encima de que me contesta a los 3 días como muy rápido, encima cuando tu pagas un articulo y el vendedor te lo envía, lo normal es que te vote positivamente, y el prenda tampoco me votó, yo creo que con vista por lo que pueda pasar, en fin, a ver que hago.

Si le votas positivo antes de que te devuelva el dinero puedes luego tener problemas.

Lo mejor es abrir un caso inmediatamente en Paypal, y elevarlo a reclamacion en cuanto puedas, si no te devuelve antes el dinero.
