report item not received

I have a problem with an order. Initially, I requested a refund, which was closed, but after some time passed, the item didn't arrive. When I try to "report item not received," I get the message "You already have a request open for this item." If I click on details, it takes me back to the same page, "This return is closed," and it won't let me do anything else; it won't let me open a new case.
